On Nexus 7 I went to settings/More... (under Data usage)/Tethering and portable hotspot/USB tethering [check] after connecting a micro usb cable between windows 7 laptop and nexus 7. Then lemur daemon can access the nexus over a network created between the two. For me I lose internet whilst tethered as the laptop seems to try the tethered network not the wifi one for ip access, there's probably a way round this. On a Galaxy Tab Pro 8.4 I couldn't reach the usb tethering settings without an app called usb tethering (blue cloud on white usb plug icon) from google play. I had previously installed samsung phone usb drivers trying to get another tether app to work so I don't know if they are necessary, I suspect not... Hope this helps.
