agree with Joe, I also prefer loopMidi over everything else, and also agree about the rest. Really don't know what isn't working, sorry.
What I do in such cases is to try with a different computer. Or reinstall the operating system. Because the settings are correct, it must work.
Well before erasing everything I would try with resetting the network on the iPad, and use different IP's, like 192.168.1.xx.

Yeah, try using an IP address in the range suggested by Phil - those in the 169.254.n.n block aren't really what you should be using.

So . . . subnet mask 255.255.255.0, ip address in the 192.168.1.n range. Probably best to make this arrangement a Static IP to avoid the DHCP lottery altogether.

Nope. Tried 192.168.1.xx range. Static IPs. Tried LoopMIDI. No luck...

What also comes into play if wifi doesn't work is the wireless card. See if there is a more recent driver available. Or find a replacement.
There is a nice app called Actions for key commands on Mac and Windows. It's easy to setup, maybe try it with this one?

The only thing I can think of is that static IPs are not, in fact, set up correctly - taking into consideration the DHCP-assigned addresses involved here - but then again, if MIDI is making the journey unmolested . . . bizarre really!

Crazy, right? Maybe the next step would be to borrow someone's iPad.
